On Thursday morning, Mr. Biden tweeted a picture of himself and Cherelle Griner, Ms. Griner’s wife, in the Oval Office, with the words: “Moments ago I spoke to Brittney Griner. She is safe. She is on a plane. She is on her way home.”

President Biden said that Brittney Griner would be home in the next 24 hours and said that the administration is talking to the family of Paul Whelan, who was not included in the prisoner swap.

Griner was exchanged for Viktor Bout, 55, an arms dealer accused of supplying Al Qaeda, the Taliban and rebels in Rwanda. He was arrested in Thailand in 2008 and convicted in New York in 2011 on charges including conspiring to kill Americans.
